PHTA is pleased to announce the review and revision of ANSI/APSP/ICC-3 2014 (R2023) American National Standard for Permanently Installed Residential Spas and Swim Spas. This standard covers the design, equipment, operation, and installation of permanently installed residential spas and swim spas.
PHTA is currently seeking volunteers to contribute to the revision of this standard by serving on the PHTA-3 Standard Writing Committee (SWC). The committee is responsible for developing and drafting the content of the standard, and for responding to all written views and objections on the draft.
Anyone may serve on a PHTA SWC – PHTA membership is not required. When serving on a PHTA SWC, you agree to the following:

The PHTA-3 SWC will revise the standard, which provides recommended minimum guidelines for the design, equipment, operation, and installation of permanently installed residential spas and swim spas. The standard is also intended to assist local jurisdictions and other regulatory bodies, where necessary, in the development, promulgation, and enforcement of criteria for permanently installed residential spas and swim spas.
Stakeholders are also invited to submit change requests to the existing APSP-3 Standard for inclusion in the revised standard. These change requests will be reviewed by the PHTA-3 SWC. Change requests must be submitted by September 12, 2025, to be considered during this revision cycle.
Stakeholders: Designers, builders, and manufacturers of residential swimming pools, spas, and hot tubs; equipment and component manufacturers; regulatory bodies; building code officials; and consumers.
